Redefines "owner or operator" of a dry cleaning facility to include persons who own or operate the facility, removing reference to real property ownership.

Changes the annual spending cap from 20 percent of account balance to a fixed limit of $100,000 per single dry cleaning facility per fiscal year.

Authorizes the Pollution Control Agency commissioner to use expedited rulemaking to adjust reimbursement dollar amounts for dry cleaner environmental response costs.

Requires the agency to adopt rules defining reasonable costs, ineligible costs, application requirements, and processes for adjusting payment rates for response actions.

Appropriates $743,000 in fiscal year 2017 from the general fund to the dry cleaner environmental response and reimbursement account, with reimbursement requests required by the day following enactment.
