Reduces Perpich Center for Arts Education board size from 15 to 12 members, effective upon passage and applying to future appointments.

Establishes a seven-member nominating committee composed of three board members, three Minnesota State Arts Board members, and one governor-appointed member to recommend board candidates to the governor.

Requires all board members to complete training consistent with section 127A.19.

Mandates the board post meeting minutes, supplemental materials, annual financial reports, student enrollment data, graduation rates, postgraduation placements, and strategic improvement plans on its official website.

Requests the legislative auditor conduct a financial audit of the Perpich Center in 2016 and at least every four years thereafter, and perform a performance audit in 2016 assessing board structure, administrative structure, and compatibility of the center's missions including the arts high school, statewide outreach, and Crosswinds school.
