Requires the Commissioner of Veterans Affairs, in coordination with the Minnesota Association of County Veterans Service Officers, to develop a written disclosure statement for private providers of veterans benefits services including a signature line, department contact information, and notice that services are available at no cost from federally chartered veterans service organizations and county veterans service officers.

Private providers advertising veterans benefits appeal services must conspicuously disclose in advertisements that similar services are offered at no cost by county veterans service officers.

Private providers offering veterans benefits services for compensation must provide a written disclosure statement to clients before entering into agreements and must obtain signed client attestation that the disclosure statement was read and understood.

Violations are subject to civil penalties of up to $1,000 per violation, with each day of continuing violation counted as a separate violation; penalties are assessed by district court in actions initiated by the attorney general.

Recovered civil penalties are deposited into the Support Our Troops account established under Minnesota Statutes section 190.19.
