Creates Minnesota Statutes section 611A.95 requiring certifying entities (law enforcement, prosecutors, judges, and other criminal justice authorities) to timely process visa certification documents for crime victims.

Establishes 90-day processing deadline for certification requests, or 14 days if the victim is in removal proceedings; expedited certification requests must be raised at the time of the initial request.

Requires head of each certifying entity to designate an agent responsible for processing certifications, providing outreach to victims about the certification process, and maintaining written or electronic records of all requests and responses.

Mandates all certifying entities implement a language access protocol for non-English-speaking crime victims.

Prohibits certifying entities from disclosing a victim's immigration status except to comply with federal law, legal process, or if authorized by the victim.
