Home and community-based services waiver providers must submit annual data on worker wages, benefits, staff retention, overtime, travel time, and vacancy rates to the Department of Human Services commissioner, with failure to submit resulting in potential delays to medical assistance reimbursement.

Establishes certification requirements for license-exempt child care centers to register for child care assistance payments (CCAP), including health and safety standards, staff-to-child ratios, background studies, emergency preparedness plans, and reporting requirements for deaths and serious injuries.

Extends background study requirements to family child care providers and legal nonlicensed child care providers authorized under chapter 119B, effective October 1, 2017, with background study results provided electronically through the NETStudy system.

Creates a Department of Human Services Office of Special Investigations Law Enforcement Division with limited jurisdiction to arrest individuals residing at state-operated facilities who are committed to the commissioner or for whom the commissioner is legal guardian.

Replaces the special review board with a judicial appeal panel for reviewing petitions for reduction in custody, appeals of revocation of transfers or provisional discharges, and pass-eligibility status for individuals committed as sexually dangerous persons or with sexual psychopathic personality disorders.
