Amends Minnesota Statutes section 121A.17, subdivision 3, to require school districts to include "vision screening and comprehensive vision examination review and referral" as a component of early childhood developmental screening programs before kindergarten enrollment.

Defines "comprehensive vision examination" as a vision examination performed by an optometrist or ophthalmologist.

Requires school districts to provide written notice to parents stating that early childhood developmental screening vision screening "is not a substitute for a comprehensive eye exam."

Allows children to be exempt from district screening if health records show they received comparable developmental screening within the preceding 365 days from a public or private health care provider.

Permits parents to decline screening based on conscientiously held beliefs by submitting a signed statement to the school administrator.
