Amends Minnesota Statutes section 13.46, subdivision 2, to authorize sharing of mental health records between welfare agencies and county jails serving the same individual.

Allows county jail personnel to notify welfare system personnel when an individual with apparent mental health issues is in custody and to share mental health data on that individual.

Permits welfare system personnel to share mental health data on individuals with county jail personnel.

Creates a new exception (clause 32) to the general prohibition on disclosing private welfare data when an individual with apparent mental health issues is in a county jail.

Applies to individuals served by both welfare agencies and county jails, facilitating coordination and information sharing for mental health purposes.
