Expands the college attendance grant program to serve historically underserved students in grades 9-12 (previously grade 6) and historically underrepresented college students through outreach and support services.

Adds three new eligible grant activities: academic instruction programs in mathematics and language arts, supplemental instruction for college courses with high failure rates, and co-requisite college course models for academic support delivery.

Changes the grant selection process from a "grant selection committee" to an "advisory committee" that assists the commissioner in reviewing applications and advising on grantees and grant amounts.

Requires grant recipients to collect and report specific outcome data including number of students served, course taking and grade point average, persistence and retention rates, high school and postsecondary graduation rates, and postsecondary remediation requirements.

Appropriates an unspecified amount from the general fund in fiscal year 2017 to the Office of Higher Education for the program, available until June 30, 2020.
