Creates new revenue formula for school districts serving students with limited or interrupted formal education, effective fiscal year 2017 and later.

Allocates $704 per student (minimum 20 students) enrolled in previous fiscal year who qualify under section 124D.59, subdivision 2a.

Provides additional $250 revenue per student when the ratio of qualifying students exceeds 11.5 percent of total enrollment.

Adds revenue for students with limited or interrupted formal education to basic skills revenue calculation in section 126C.10, subdivision 4.

Appropriates unspecified amount from general fund in fiscal year 2017 to commissioner of education for additional general education payments under the new funding formula.
