Allows students without lawful immigration status to be eligible for federal Pell grants by removing the exclusion under United States Code, title 20, section 1091(a)(5) or (d) when calculating state grant stipends.

Excludes semesters during which a student lacked lawful immigration status from the eight-semester eligibility limit for state grants, allowing such students to receive aid for additional semesters once they qualify as resident students.

Maintains the minimum state grant stipend of $100 per academic year and the requirement that students contribute at least 50 percent of attendance costs.
