Amends Minnesota Statutes 2014, section 137.025 by adding subdivision 2a to establish reimbursement procedures for University of Minnesota appropriations from the Minnesota environment and natural resources trust fund.

Requires University of Minnesota to request reimbursement for expenditures before Commissioner of Management and Budget pays any money, with reimbursement requests specifying expenditures by appropriation.

Mandates Commissioner of Management and Budget reimburse University of Minnesota by the 25th day of the month following the reimbursement request, or by the first business day after if the 25th falls on a weekend or holiday.

Requires University of Minnesota to submit an encumbrance request by July 31 for the prior fiscal year identifying anticipated reimbursement amounts, which the Commissioner maintains as an encumbrance until the university submits its final reimbursement request.

Final reimbursement requests must be submitted within 90 days from the last day the appropriation is available to reimburse expenditures.
