Commissioner of health shall make mandatory grants to cities, counties, or nonprofit corporations for prepregnancy family planning services, changing language from "may" to "shall."

Commissioner must apply for federal Title X funds for family planning services beginning with the 2018 federal application deadline and distribute received funds according to specified procedures.

Family planning grant funds must be distributed primarily to public entities including community health boards and public health clinics, with remaining funds available to hospitals and federally qualified health centers that provide comprehensive primary and preventive health care.

Public entities receiving funds may distribute subgrants to other entities, but entities providing abortion services are ineligible unless the abortion is directly and medically necessary to save the woman's life with physician certification.

Repeals existing prohibitions on grants to nonprofit corporations that perform abortions and removes grant funding amount limitations.
