Adds new subdivision (h) allowing project proposers who have completed or will complete an environmental impact statement to request the PCA commissioner assess them for costs of staff time and consultant services needed for permit processing, including preapplication, permit development, and environmental review document analysis.

Requires the commissioner to submit a draft cost agreement within 15 days of request, including task descriptions and estimated costs, with the proposer able to request changes to the agreement.

Mandates the proposer pay at least one-half of agreed costs within ten days, with remaining balance paid on a mutually agreed schedule, with any overpayment refunded within 30 days of accounting completion.

Specifies that proposer payments are appropriated to the commissioner for permit processing and must precede permit issuance but cannot be contingent upon it or affect permit decisions, conditions, or environmental review determinations.

Existing subdivision (f) allows permit applicants to reimburse the agency for expedited permit development costs, with similar protections that reimbursement does not affect permit decisions or environmental review.
