Authorizes the Iron Range Resources and Rehabilitation Board commissioner to offer a targeted early separation incentive program to employees age 60 or older or with at least 30 years of allowable service credit under Minnesota Statutes chapter 352.

Allows incentive programs for employees whose positions support Giants Ridge operations and will be eliminated if the agency no longer directly manages Giants Ridge.

Incentive program may include employer-paid postseparation health, medical, and dental insurance until age 65 and/or cash incentives optionally used to purchase additional years of service credit through the Minnesota State Retirement System.

Requires acceptance of incentives to be voluntary and in writing, with incentives offered at the sole discretion of the commissioner, and all costs subject to majority approval by Iron Range Resources and Rehabilitation Board members.

Section becomes effective the day following final enactment and is automatically repealed on April 2, 2017.
