Amends Minnesota Statutes 2014, section 245C.04, subdivision 3, governing background studies for personal care provider organizations.

Requires organizations to submit completed background study requests through the NETStudy electronic system before individuals begin positions allowing direct contact with persons served.

Mandates new background studies through NETStudy when an individual returns to a position requiring a background study following an absence of 120 or more consecutive days.

Allows individuals to provide personal care assistance before completing a background study if providing assistance in an emergency situation and a background study was previously successfully completed by a different personal care provider organization.

Clarifies that these provisions do not change organizations' obligations to initiate background studies of individuals.
