Exempts fantasy sports contests from taxation under Minnesota's gambling tax provisions (chapter 297E).

Establishes a new regulatory framework (chapter 325O) requiring fantasy sports organizations to register with the commissioner of public safety and comply with annual audits and record-keeping requirements.

Prohibits individuals under 18 from participating in fantasy sports and restricts employees of professional sports teams from competing in fantasy contests involving their sport.

Excludes fantasy sports contests from legal definitions of gambling, betting, and lottery, provided they are conducted under chapter 325O.

Prohibits fantasy sports organizations from promoting contests on educational campuses, offering contests based on college or secondary school athletics, making loans to participants, or operating if leadership has gambling or fraud convictions.
