Commissioner of human services shall adopt rules by August 31, 2015, governing positive support strategies and restricting emergency use of manual restraint in licensed facilities serving persons with developmental disabilities or related conditions.

Rules apply to all facilities and services licensed under chapter 245D and all licensed facilities serving persons with a developmental disability or related condition as defined in Minnesota Rules, part 9525.0016, subpart 2, items A to E.

Volunteer directors and board members of nonprofit corporations, nonprofit organizations, or charities who receive no compensation are excluded from the definitions of "licensed holders," "executives," "managers," and "owners" under this section and Minnesota Rules, part 9544.0090.
