Applies to permits issued between January 1, 2010, and May 1, 2016, that contain final sulfate effluent limits based on wild rice water quality standards under Minnesota Rules, part 7050.0224, subpart 2.

Invalidates final sulfate limits and related compliance schedule permit conditions if the permittee is in substantial compliance with those conditions or has executed a compliance schedule to resolve any noncompliance existing before May 1, 2016.

Does not relieve permittees from obligations to satisfy requirements in any schedule of compliance that is in effect as of May 1, 2016.
