Appropriates $275,000 in fiscal year 2017 from the general fund to the Commissioner of Employment and Economic Development for a grant to the Community Economic Development Association (CEDA).

Requires the study to analyze current and projected economic, fiscal, and demographic effects; direct and indirect costs and benefits; positive and negative effects on workforce, taxation, and transportation; and economic challenges and opportunities in southeast Minnesota.

Mandates the study be objective, evidence-based, and conducted by an independent entity with demonstrated knowledge in Minnesota's economy and demography, medical and technology fields, market factors, and regional transportation, housing, and infrastructure.

Directs CEDA to report findings and policy recommendations to the House and Senate committees with jurisdiction over economic development and workforce issues by February 15, 2017.

Requires all study results and information be made available to cities in southeast Minnesota by March 15, 2017.
