Amends Minnesota Statutes section 196.08 to permit government entities to release DD214, DD215, and other military discharge certificates to another government entity for purposes of locating records.

Requires individuals requesting military discharge forms to provide proof of identity, demonstrate tangible interest, and complete a required release form.

Defines tangible interest to include the service member, surviving spouse, surviving children, surviving parents, guardians, attorneys in fact, or authorized representatives.

Classifies DD214, DD215, and discharge certificates filed with government agencies on or after January 1, 2004, as private data on individuals.

Prohibits government entities from charging fees for releasing military discharge information to qualified persons.
