Establishes a presidential primary election in Minnesota to be held in presidential election years, with parties jointly selecting a date by March 1 or defaulting to the first Tuesday in March.

Requires precinct caucuses to be held on a different date than the presidential primary, with the date determined by party chairs or defaulting to the first Tuesday in February or the Tuesday following the presidential primary.

Updates voter registration public information lists to include the party choice of voters who participated in the most recent presidential primary.

Authorizes the Secretary of State to reimburse counties and municipalities for presidential primary administration expenses including ballot preparation, polling place setup, election judge salaries, and canvassing board compensation.

Makes the Act effective July 1, 2017, and applies to all elections conducted on or after that date.
