Appropriates an unspecified amount in fiscal year 2017 from the general fund to the commissioner of human services for the at-home infant child care program under Minnesota Statutes, section 119B.035.

Reduces the basic sliding fee child care assistance grants appropriation from $51,559,000 to $48,439,000 by redirecting $5,413,000 in fiscal year 2016 to reduce the basic sliding fee program waiting list.

Allocates waiting list reduction funds proportionately to counties meeting criteria: having an active waiting list, average of at least 10 families on waiting list for six months, and 2014 expenditures meeting or exceeding 80 percent of available allocation.

Establishes guaranteed floor for calendar year 2017 allocations based on revised 2016 allocation, with future allocations calculated using standard formulas beginning calendar year 2017.

Increases general fund base by $810,000 in fiscal year 2018 and $821,000 in fiscal year 2019 for basic sliding fee child care assistance.
