Amends Minnesota Statutes section 89.0385 to require certified costs incurred for forest management activities on nonstate lands managed under good neighbor or joint powers agreements to be transferred to the forest management investment account in the natural resources fund.

Allows transfers for nonstate lands to occur after projects or timber permits are finalized, rather than requiring quarterly transfers like state-managed lands.

Appropriates $2,500,000 from the general fund in fiscal year 2017 to the commissioner of natural resources for private forest management assistance.

Increases the agency base by $2,950,000 in fiscal year 2018 and all subsequent years for private forest management assistance.
