Commissioner of human services shall exclude payments from the income and child development demonstration project from income and asset calculations for child care assistance, Minnesota family investment program, work benefit program, and diversionary work program eligibility determinations.

Demonstration payments shall not count as income for medical assistance and MinnesotaCare eligibility purposes.

The demonstration is funded by the United States Department of Health and Human Services National Institutes of Health to evaluate whether unconditional cash payments affect cognitive, socioemotional, and brain development of infants and toddlers.

Implementation is conditional on Minnesota being selected as a demonstration site and the provision expires January 1, 2022.

Commissioner must report to legislative committees with human services jurisdiction by January 1, 2023, on the demonstration's progress and outcomes.
