Adds security screening systems to the list of ionizing radiation-producing equipment requiring annual registration fees under Minnesota Statutes section 144.121, with the fee amount to be determined.

Exempts employees of state and political subdivision correctional or detention facilities from examination requirements when operating security screening systems designed to detect contraband on human inmates, provided systems are non-mobile and deliver no more than 10 microsieverts per scan.

Requires security screening system operators and facilities to comply with variance requirements under Minnesota Rules parts 4732.0305 and 4732.0565 until permanent rules are adopted by December 31 of the year following rule publication.

Authorizes the commissioner of health to adopt permanent rules implementing requirements for security screening systems.

Appropriates an unspecified amount from the state government special revenue fund to the commissioner of health for implementing the bill provisions.
