Requires the House and Senate to adopt annual joint budget targets at least 14 days before constitutional adjournment, with public comment allowed and changes only permitted by published agreement of the Speaker and Senate Majority Leader.

Adds new duty to the Legislative Commission on Budget to adopt joint budget and revenue targets and schedule public hearings at least 14 days before adjournment each year.

Prohibits former legislators, judges, state constitutional officers, and state department commissioners from accepting payment as lobbyists for one year after leaving office or until the first regular legislative session after departure, whichever is longer.

Requires lobbyist registration forms to include certification that former public officials are complying with lobbying restrictions.

Directs the Legislative Commission on Data Practices and Personal Data Privacy to study and recommend options for expanding public access to legislative records and meetings by December 15, 2016, while preserving legislative branch independence.
