Appropriates unspecified amount from general fund in fiscal year 2017 to the Pollution Control Agency to improve survey tools and data collection on statewide wastewater and sanitary sewer rates and infrastructure needs, in consultation with the Public Facilities Authority.

Requires the Pollution Control Agency to review existing data and identify gaps in survey information regarding wastewater rates, infrastructure age/design, future needs, and operation/maintenance costs, then implement a best practices survey tool and report findings by January 1, 2018.

Appropriates unspecified amount from general fund in fiscal year 2017 to the Commissioner of Health to conduct similar assessment and improvements for drinking water rates and infrastructure data, with required reporting by January 1, 2018.

Appropriates unspecified amount from general fund in fiscal year 2017 to the Public Facilities Authority to conduct a detailed study projecting local government funding ability, available financing mechanisms, and the infrastructure funding gap over the next ten years, with results due by January 1, 2018.
