Expresses concern over reports of forced organ harvesting from prisoners of conscience in China, particularly Falun Gong practitioners and religious and ethnic minority groups, citing a 500 percent increase in organ transplant operations within five years after 1999.

Calls on the Government of the People's Republic of China to immediately end organ harvesting from all prisoners and prisoners of conscience, and to end the 15-year persecution of Falun Gong with immediate release of all Falun Gong practitioners and other prisoners of conscience.

Calls upon the President of the United States to undertake a full and transparent investigation by the Department of State into organ transplant practices in China and to prosecute those found to have engaged in such unethical practices.

Directs Minnesota to initiate a registry for residents who travel abroad to receive organ transplants and to ban entry of those who have participated in illegal removal of human tissues and organs, with prosecution of such individuals if found in Minnesota.

Directs the Minnesota Secretary of State to send copies of this memorial to the President, Vice President, Congress leadership, and Minnesota's federal representatives.
