Permits trade associations to access vehicle registration information about lessees under leases of 180 days or more, when performing member services as permitted in section 604.15, subdivision 4a.

Maintains existing restrictions limiting lessee information access to law enforcement agencies, federal/state/local governmental units, and persons handling automobile recalls.

Allows the commissioner to release lessee information as summary data for statistical analysis and market research purposes.

Amends Minnesota Statutes sections 13.6905, subdivision 3, and 168.345, subdivision 2, to clarify that vehicle registration data use is governed by section 168.345.
