Amends Minnesota Statutes to require the Commissioner of Veterans Affairs to develop a written disclosure statement for private providers of veterans benefits services, in coordination with the Minnesota Association of County Veterans Service Officers.

Mandates the disclosure statement include a signature line, department contact information, and notice that veterans benefits services are offered at no cost by federally chartered veterans service organizations and county veterans service officers.

Requires private providers offering veterans benefits services for compensation to provide the written disclosure statement to clients and obtain signed attestation that clients have read and understand it before accepting payment.

Requires persons advertising veterans benefits appeal services to conspicuously disclose in advertisements that such services are also offered at no cost by county veterans service officers.

Establishes civil penalties up to $1,000 per violation (with each day of continuing violation counting as a separate violation) for failure to comply, enforceable by the Attorney General in district court, with recovered penalties deposited in the Support Our Troops account.
