Establishes a home visiting revenue program for school districts eligible to provide early childhood family education services, effective fiscal year 2018 and later.

Sets home visiting revenue at $4.50 per person under five years of age residing in the district on September 1 of the preceding school year.

Allows districts to levy for home visiting programs up to their calculated home visiting revenue, with an equalizing factor of $23,100 for fiscal year 2018 and later.

Calculates home visiting aid as the difference between home visiting revenue and home visiting levy, adjusted by the ratio of actual levied amount to permitted levy.

Requires home visiting revenue to be used exclusively for home visiting programs and excludes it from other early childhood family education revenue calculations.
