Increases minimum broadband speed goals from 10-20 megabits per second download and 5-10 megabits per second upload to 100 megabits per second download, with the deadline extended from 2015 to 2026.

Modifies grant program eligibility to fund broadband infrastructure meeting the high-speed goal under section 237.012, subdivision 1, rather than specifying exact 100 megabits per second speeds.

Adds priority consideration for grant applications from cities with one or more businesses outside the metropolitan area that have documented broadband service gaps impeding business growth or viability.

Appropriates $100,000,000 in fiscal year 2017 from the general fund to the commissioner of employment and economic development for border-to-border broadband grants.

Maintains grant award priorities for unserved and underserved areas, community institutions, telemedicine support, technical training, and regional distribution across the state.
