Permits vehicles bearing drive-away in-transit plates to be used during commercial driver's license examinations for classes A, B, or C licenses and endorsements.

Allows such vehicles to be used for road exams if the vehicle otherwise meets the commissioner's examination requirements.

Maintains existing drive-away in-transit license requirements including $250 annual registration fee and $5 per additional license plate set.

Drive-away in-transit plates remain invalid for permanent vehicle registration but may now be used for the specified road examination purposes.

Makes technical amendments to Minnesota Statutes sections 168.053 and 171.13 relating to drive-away operator licensing and commercial driver examinations.
