Commissioner may issue a special permit without fee to hunters with a permanent physical disability that prevents raising arms to shoulder height, allowing them to discharge firearms with laser sights.

Disability must be verified in writing by a licensed physician, chiropractor, certified nurse practitioner, or certified physician assistant; commissioner may request additional information to verify eligibility.

Standard permits are valid for five years; commissioner may issue lifetime permits if determining the applicant will not become ineligible and the applicant requests one.

Commissioner may deny, modify, suspend, or revoke permits for cause, including violations of game and fish laws or rules.

Knowingly making a false application or assisting another in making a false application is a misdemeanor; medical professionals who fraudulently certify disability are also guilty of a misdemeanor.
