Appropriates $20,000,000 to the Minnesota Office of Higher Education for equity in postsecondary attainment grants, available until June 30, 2021.

Appropriates $21,000,000 to the Board of Trustees of the Minnesota State Colleges and Universities for operating support.

Appropriates $35,250,000 to the Board of Regents of the University of Minnesota: $19,000,000 for cybersecurity network upgrades, $10,500,000 for health restoration (including faculty physician support and Mobile Dental Clinic), and $5,750,000 for the Healthy Minnesota Initiative (including Rural Dental Associate Program with $1,250,000 base funding for fiscal year 2018 and beyond).

Establishes the equity in postsecondary attainment grant program to support student retention and completion through research-based best practices, with recipients required to submit annual outcome reports tracking demographic characteristics, persistence rates, and graduation rates.

Requires the Office of Higher Education commissioner to submit annual legislative reports by January 1 detailing grant recipients, students served, program activities, outcomes, revenue sources, and total funding levels.
