Establishes minimum fines for repeat violations of driving without a valid license: $750 for a second conviction and $1,500 for third or subsequent convictions.

Makes driving without a valid license a gross misdemeanor if the person violates the statute within ten years of two prior convictions under the same section.

Allows courts to order community work service in lieu of all or part of the minimum fine if the court finds the convicted person is indigent or payment would create undue hardship.

Applies to offenses committed on or after August 1, 2016.
