Requires law enforcement agencies to submit sexual assault examination kits to forensic laboratories within 60 days of receipt unless the patient signs an affidavit opting out of testing.

Mandates forensic laboratories submit DNA samples to the Federal Bureau of Investigation's Combined DNA Index System within 30 days of completing kit testing.

Requires persons administering sexual assault examinations to inform patients that kits will be tested and DNA submitted to federal databases, and provide patients with an affidavit form to decline testing.

Establishes annual reporting requirements for forensic laboratories, sheriffs, and police chiefs to document untested kits by collection date and reasons for non-testing, with superintendent submitting consolidated reports to legislature by December 1 starting in 2016.

Requires the Peace Officer Standards and Training Board to develop a sexual assault investigation training course and mandates all full-time and part-time peace officers complete at least four hours of classroom training every five years in sexual assault response and investigation.
