Appropriates $25.2 million to MN.IT Services for fiscal year 2017, including $20.2 million for cybersecurity enhancements across state government (available until June 30, 2019) and $5 million for a web content management system (available until June 30, 2018).

Provides supplemental appropriations totaling $24.02 million across multiple agencies for fiscal year 2017: Administration ($448,000), Minnesota Management and Budget ($15.1 million), Revenue ($2.625 million), Gambling Control Board ($47,000), Minnesota State Retirement System ($6 million for judges' retirement fund), and Military Affairs ($1.81 million combined for both years).

Modifies the information and telecommunications account to permit the Office of MN.IT Services to receive fund transfers (in addition to charges) from participating agencies and requires biennial reporting by the chief information officer by September 15 to legislative committees.

Redirects horse racing law and rule violation fines from the general fund to a racing and card-playing account in the special revenue fund, appropriating funds to the Gambling Control Board to support racehorse adoption, retirement, and repurposing.

Amends Governor and Lieutenant Governor appropriation language to clarify subsection numbering and allow office cost payments from other executive agencies to be deposited in a special revenue account.
