Modifies Minnesota Statutes section 256B.766 to establish payment rates for durable medical equipment, prosthetics, orthotics, and supplies under medical assistance programs.

Sets medical assistance payment rates for durable medical equipment, prosthetics, orthotics, and supplies at the January 1, 2015 fee schedule, with adjustments to be determined by the commissioner for general items and items in Medicare's competitive bid program.

Requires the commissioner to apply rate adjustments retroactively to July 1, 2015, and reprocess claims in the aggregate using a single remittance per provider.

Excludes medical supplies and equipment subject to volume purchase contracts, preferred diabetic testing supply products, and items for dually eligible recipients when Medicare is the primary payer.

Effective the day following final enactment.
