Expands the Minnesota GI Bill program to include apprenticeship, on-the-job training, and additional professional or educational benefits beyond traditional postsecondary education.

Increases cost of attendance calculation for both undergraduate and graduate students by multiplying the standard definition by a factor of 1.2.

Authorizes up to $2,000 per fiscal year for apprenticeship expenses and $2,000 per fiscal year for on-the-job training, with job placement credits up to $1,000 each.

Creates new benefits for eligible veterans for licensing/certification tests, admission tests, national tests for course credit, and test preparatory courses, up to $3,000 per fiscal year and $10,000 lifetime.

Establishes aggregate lifetime benefit cap of $10,000 across all GI Bill benefit types combined.
