Commissioner of health shall establish a grant program to provide culturally competent screening and treatment for maternal depression in pregnant women and women who gave birth within the preceding 12 months, prioritizing primary care settings.

Grant funds must be used to provide health care provider training and resources on maternal depression screening, treatment, follow-up support, and community-based resource links.

Grant funds may be used for psychiatric consultations, public awareness campaigns, startup costs for phone lines and websites, and establishing connections between community resources.

Commissioner of human services shall establish pilot projects to provide substance use disorder treatment and services to pregnant and postpartum women, including those with opioid use disorders, using flexible funding models and family-based treatment approaches.

Pilot projects must identify service gaps and encourage new service delivery models, with at least a portion of treatment and services provided on an outpatient basis.
