Amends Minnesota Statutes section 126C.17, subdivision 9a to require school boards exercising board-approved referendum authority beginning in fiscal year 2018 to comply with citizen involvement requirements under section 123B.51, subdivision 5.

Requires Independent School District No. 834, Stillwater to conduct a referendum before closing any schoolhouse and comply with citizen involvement provisions.

Referendum ballot must describe the schoolhouses targeted for closure and ask voters whether the board should proceed with the closings; board may only make final closure decision if referendum is approved.

Applies retroactively to any schoolhouse closings not yet completed on or after the date of enactment.
