Establishes a grant program for targeted home visiting programs that promote early childhood literacy for children ages 16 months to four years.

Appropriates $350,000 for fiscal year 2016 and $1,100,000 for fiscal year 2017 to support the program.

For fiscal year 2016 only, grant funds must be awarded to the parent-child home program for use at its existing suburban location, with required expansion to urban and rural locations.

Beginning in fiscal year 2017, allows any organization to apply to the commissioner of education for grants, with priority given to programs with evidence-based early literacy programming.

Requires grant recipients to submit annual reports by January 15 to the commissioner of education and legislative committees with jurisdiction over kindergarten through grade 12 education.
