Authorizes the cities of Cromwell and Wright, and one or more of the towns of Corona, Eagle, Lakeview, Progress, Red Clover, Beseman (Carlton County), and Haugen (Aitkin County) to establish the Cromwell Wright Area Fire District for cooperative fire services by resolution of their respective city councils and town boards.

District governed by a board with one member appointed by each participating city or town, serving two-year terms ending the first Monday in January, with initial terms staggered so approximately half expire in year one and half in year two.

District may impose property taxes on real property sufficient to cover operating expenses and debt payable each year, with taxes exempt from levy limits under Minnesota Statutes chapter 275; member cities and towns may not separately incur expenses or impose taxes for fire protection services within the district.

District may issue certificates of indebtedness (payable within five years) for capital equipment without an election, unless a petition signed by at least ten percent of voters from member towns and ten percent of city voters requests an election, which then requires majority voter approval.

District may incur debt under Minnesota Statutes chapter 475 when necessary; withdrawal requires notice in January with a minimum 12 months' notice, and the district and members may agree upon continuing obligations after withdrawal.
