Appropriates $3,000,000 from bond proceeds to the Iron Range Resources and Rehabilitation Board for a grant to the city of Grand Rapids for preliminary design of a new freight rail line in Itasca, St. Louis, and Lake counties.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,000,000 to fund the appropriation, following procedures in Minnesota Statutes sections 16A.631-16A.675 and the Minnesota Constitution article XI, sections 4-7.

Becomes effective the day following final enactment.
