Appropriates $143,000 for fiscal year 2016 and $1,846,000 for fiscal year 2017 to the Pollution Control Agency from the general fund.

Allocates $432,000 in fiscal year 2017 for water programs, including $324,000 for technical assistance and municipal water infrastructure project review and $108,000 for rulemaking to enhance equity in permit fee structures.

Allocates $125,000 in fiscal year 2017 for land management of contaminated sediment projects in the St. Louis River remedial action plan area, with this amount added to the base only for fiscal years 2018, 2019, and 2020.

Appropriates $143,000 for fiscal year 2016 and $1,289,000 for fiscal year 2017 for legal support costs related to environmental review and permitting decisions on the PolyMet NorthMet project as a one-time appropriation.

Amends Minnesota Statutes section 473.845, subdivision 1, to clarify that the metropolitan landfill contingency action trust account must be managed to maximize long-term gain through the State Board of Investment.
