SF 3485 - Supplemental Appropriations Summary

• Appropriates $122.1 million to Department of Employment and Economic Development for border-to-border broadband ($100 million), redevelopment grants ($2 million), capacity building ($2 million), emerging entrepreneur fund ($6 million), youth workforce programs ($8 million), and pathways to prosperity program ($4.1 million).

• Provides $250,000 to Department of Labor and Industry for apprenticeship programs and $300,000 to Explore Minnesota Tourism for Mille Lacs Lake area marketing.

• Establishes emerging entrepreneur fund program to provide loans and technical assistance to small businesses owned by minorities, women, veterans, and persons with disabilities in low-income areas of the seven-county metropolitan area.

• Modifies utility assessment provisions to create a utility assessment account in the special revenue fund and extends repeal of certain commerce statutes from June 30, 2017 to June 30, 2022.

• Adjusts housing finance appropriations including increases to family homeless prevention ($250,000), home ownership assistance fund ($5 million), and capacity building grants ($1 million) for fiscal year 2017.
