Changes the deadline to identify impaired waters from "within ten years after May 23, 2006" to by 2020 in accordance with federal TMDL requirements.

Sets 2050 as the goal year for all identified impaired waters to achieve their designated uses.

Adds a new goal to support effective measures for restoring degraded groundwater, with the requirement that all groundwater sources used for drinking water supplies meet federal and state drinking water standards and health risk limits by 2025.

Maintains existing goals to submit TMDLs to EPA, provide assistance to prevent water impairment, seek delisting of restored waters, and achieve Clean Water Act compliance.
