Amends Minnesota Statutes 2014, section 473.3994 by adding subdivision 5a establishing colocation requirements for light rail and freight rail service.

Defines "adequate safety zone" as territory consisting of railroad or public right-of-way for at least 50 feet from each side of the railroad track centerline, excluding dwellings, buildings, and bikeways.

Prohibits responsible authorities from constructing light rail transit facilities that colocate with freight rail service (same track or right-of-way) unless the project provides an adequate safety zone for all colocated track segments.

Takes effect the day following final enactment and applies only to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
