Appropriates $700,000 from the trunk highway bond proceeds account to the commissioner of transportation for expansion of the Trunk Highway 11 overpass over the Canadian National rail line in Ranier.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $700,000 to fund the appropriation, following procedures in Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Requires bond proceeds (excluding accrued interest and premiums) to be deposited in the trunk highway bond proceeds account.

Takes effect the day following final enactment.
